How to Get Rid of the Canada Geese

Now I will tell you all how to get rid of the Canada Geese without getting rid of Canada!! (only kidding)!!

These geese are not native to this area (Cheshire). Apparently, years ago, some people bought them as pets and they mulitplied. Hence the mess we now have.

Boy, this town is getting into a lot of “messes” these days.

The Bidding Process

Most cities and towns engage in the bidding process for services they need or equipment they need to have installed, etc.

As I have already mentioned, when I was a reporter years ago and covered Seymour, they had their bid openings in PUBLIC. I attended, as did several other members of the media and members of the public and the companies that had put in for bids.

We can’t have what I just heard a local resident read from a town government meeting.

(SIC) Mr. Michaelangelo informed the PBC (Public Building Commission) on Dec. 20th, that Connecticut Combustion was the lowest bidder (for the Norton School boiler).

NO NO NO!! Learn from this Cheshire Town Government. There is a difference now–PEOPLE ARE NOTICING!! They are questioning!!!

For the past three years, I have had a carpenter bee problem in the front of my house. We started watching where they would nest in their holes that they drill, and started spraying religiously EVERY night. Finally, after a few years, we are down to one bee. Quite a difference from when we first started, when we were literally swarmed out by bees. We couldn’t even go out the front door.

The point, the questioning, the calls for openness and honesty are finally taking root in this town. Finally, people are standing up and asking questions, not a lot of people, but enough to make the difference. It makes me feel good. I believe in this and there is NO AGENDA with me. I did this for a living at one time, because I did then and do now believe in government by the people.

Now here is an interesting piece I found from of all places New Hampshire about their bidding process. Notice they say the bidding process is OPEN TO THE PUBLIC.

This is the correct way. Then you have witnesses, and you don’t have the issues this town is now having.

Leases

Per my Freedom of Information request, I did receive in a timely manner from the Town Manager and Finance Department, the lease agreements between the town and the people who live on town property and what they pay for rent.

The properties include: 866 Boulder Road, Cheshire;

Alexander Arisco, dba Arisco Farms which involves 21.829 acres at at the southeast corner of Jarvis Street and Marion Road;

The Cheshire Historical Society, located at 43 Church Street, Cheshire; Cheshire Youth Baseball, a Connecticut non-profit organization, P.O. Box 512, Cheshire;

Something for the love of God I can’t figure out–some parcel of land containing 10 acres “beginning at an iron pin set in the westerly right of way line of Highland Avenue (State Route #10) marking the northeast corner of the herein described parcel said right of way line from the southeast corner of land now or formerly of Marshall Enterprises Limited Partnership dated 3/20/98. Apparently this is a right of way.

And, town property located at 487 North Brooksvale Road, (Lock 12) Cheshire–i.e. the Lock Park house.

The big interest was who resided at the Boulder Farm property and at the Lock 12 property and what rent they paid (if any) and if utilities were paid

I paid for the information, and I will be honest, I am NOT going to have it scanned. It is just boring lease agreements that no-one wants to read anyway I am sure.

The gist of questions that arose by some people in the community unfortunately, i.e. who resides in the Lock Park House and at Boulder Road, have been redacted out by the town. Now, I know and I am aware that many of you know who resides at Boulder Road. I know who resides at the Lock Park house. But, in all fairness, I believe this should be kept private as these people are in public safety. That is all I will say about it. I was not asking for this information to bust chops, I was asking for it because many rumors were and still are floating around about these rental situations.

One was that no rent was being paid and that utilities were being paid by the town. I am going to type EXCERPTS from the leases. I received this information on April 24, 2008. This is the most up to date information I have. So decide for yourself. Is this a fair rental price? I will leave it up to you.

I will always be a newspaper reporter–always. Even if I never work at a paper again. This is my hobby and I enjoy doing this. I spend hours every night researching because I find it interesting and I hope you do too.

That is all there is too it, believe it or not. To me, it is just another “story.” It is not personal.

EXCERPTS OF LEASE

THIS LEASE made by and between the TOWN OF CHESHIRE, a municipal corporation duly organized and existing under the laws of the State of Connecticut with a principal place of business at 84 South MaiStreet, Cheshire, Connecticut, acting herein by Michael A. Milone, its Town Manager, duly authorized (Lessor) and of 866 Boulder Road, Cheshire, Connecticut (hereinafter “LESSEE”).

WITNESETH:

1. LESSOR leases to LESSEE the premises in the Town of Cheshire, County of New Haven, and State of Connecticut, know as 866 Boulder Road, Cheshire, Connecticut, (hereinafter the “Premises”) for residential purposes only. LESSEE understands that commercial operations are prohibited at the Premises by virtue of the conditions of a grant LESSOR has been awared by the State Department of Environmental Protection, therefore, LESSEE specifically agrees not to conduct, nor to permit others to conduct, any conduct, nor to permit others to conduct any commercial operations at the Premises.

2. LESSEE is the only person who shall occupy the Premises. LESSEE shall not sub-lease the Premises without the prior written consent of the LESSOR and the signing of such additional documentation as LESSOR requires.

3. As and for the consideration for this Lease, LESSEE agree to pay to LESSOR the sum of FIvE HUNDRED AND 00/100 DOLLARS ($500) per month (”Rent”) in advance, on the first day of each month,k in cash or by check made payable to the “Town of Cheshire” and mailed or hand-delivered to”

Department of Finance, Cheshire Town Hall, 84 South Main Street, Cheshire, CT, 06410. The Rent amount shall be re-evaluated by LESSOR each June, beginning with June, 2003, to determine a new monthly Rent to be charted each July 1st. In recognition of the modest rent charged and as additional consideration for this Lease, LESSEE agrees to act as a caretaker as detailed in Paragraph 18 of this lease.

4. LESSEE shall make the first payment of rent to LESSOR on March 1, 2003.

5. If LESSEE’S Rent is not paid within ten (10) working days after the Rent is due, LESSEE shall pay a “late payment fee” which shall be an additional TEN AND 00/100 DOLLARS ($10). LESSOR may also seek any and all available judicial remedies, including the eviction of LESSEE, to address this default.

6. LESSEE shall deposit with LESSOR, at the time of execution of this Lease by both parties, the sum of FIVE HUNDRED 11/100 DOLLARS ($500) (”Security Deposit”) in the form of cash or a certified check as security for payment of Rent and faithful performance by LESSEE of all terms and conditions of this Lease and to indemnify LESSOR for any costs or espenses by reason of any default of LESSEE. The security deposit shall not be used as the last month’s rent. LESSOR agrees to hold the Security Deposit in an interest bearing escrow account as required by the Connecticut General Statutes. Upon termination of LESSEE’S tenancy, LESSEE shall notify LESSOR in writing of his forwarding address. Within thirty (30) days after termination of LESSEE’S tenancy, LESSOR shall deliver to LESSEE, at such forwarding address, either the full amount of the Security Deposit plus accrued interest or the balance of the Security Deposit plus accrued interest after deduction has been made for any damages to the Premises caused by reason of LESSEE’S failure to comply with his obligations under this Lease.

If LESSOR withholds monies from Security Deposit, it shall provide LESSEE with a written statement which itemizes the nature of any such damage and the cost for repairs.

7. LESSEE SHALL PAY ALL UTILITIES INCLUDING, BUT NOT LIMITED TO, HEAT, ELECTRIC, AND WATER DURING THE TERM OF THIS LEASE.

10. LESSEE shall keep the Premises clean, safe and well-maintained and shall remove from the dwelling unit all ashes, garbage, rubbish and other waste in a clean and safe manner to the place provided by LESSOR for deposit of such materials.

13. LESSEE shall bear the expense for repair of any damage resulting to fixtures, systems, facilities and appliances by virtue of LESSEE’S willfull or negligent actions, or the willfull or negligent actions of others on the Premises with LESSEE’S consent. Such expense as is incurred by LESSOR to repair such damage shall be charged to LESSEE as “additional rent.”

14. LESSEE shall not make any repairs, alterations, additions or improvements (including, but not limited to, painting or wallpapering) in or to the Premises, its appliances, fixtures and systems (including, electrical, plumbing, sanitary, heating and ventilating systems) without the prior, written consent of LESSOR. Any approved repairs, alterations, additions or improvements, with the exception of items which can be removed without damaging the Premises, shall become part of the Premises and the property of LESSOR.

15. No pets are permitted on the Premises without the prior written consent of LESSOR; however, LESSOR shall not permit LESSEE or any person to keep any dog(s) at the Premises.

EDITORS NOTE: THE FOLLOWING LEASE AGREEMENT IS AN EXCEPT

The next lease Arisco dated March 20, 2000 for 21.829 acres of farmland located at the southeast corner of Jarvis Street and Marion Road, Lease term shall be twelve (12) months from January 1, 1008 through December 31, 2008.

PURPOSE: LESSEE shall use the Premises for crop farming purposes and for no other purpose without the prior, written consent of the LESSOR.

RENT: As and for the consideration for this Lease, LESSEE agrees to pay to LESSOR the sum of TWO THOUSAND FOUR HUNDRED AND 00/100 ($2,400.00) for the term of this Lease, payable in advance, on the first day of each month, in the amount of $200.00 in cash or by check made payable to the “Town of Cheshire” The rent shall be mailed or hand-delivered to “Department of Finance, Cheshire Town Hall, 84 South Main Street, Cheshire, CT 06410.” beginning on January 1, 2008 and on the first day of each month thereafter.

The next Real Estate Lease ALSO an EXCERPT.

The Lease Agreement is dated October 15, 2003 by and between the Town of Cheshire (”Landlord”) and The Cheshire Historical Society Inc. (”Tenant”).

PREMISES. Landlord , in consideration of the lease payments provided in this Lease, leases to Tenant the land and improvements known as The Hitchcock Philips House (the “Premises”) located at 43 Church Street, Cheshire.

TERM: The lease term will begin retroactively on August 01, 2002 and will terminate on July 31, 2011.

LEASE PAYMENTS: Tenant shall pay to Landlord one lease payment of $10.00, payable within thirty (30) days of execution of this lease.

Date: Oct. 20, 2003.

The next lease is with Cheshire Youth Baseball ALSO EXCERPTS dated Oct. 5, 2007 “Leased Premises”on the corner of Jarvis Street and Route 10 in Cheshire. The term of this lease shall be for ten (10) years commencing on Oct. 5, 2007 and ending on Oct. 4, 2017. At the conclusion of the initial term, the lease shall automatically renew for a second ten (10) year term.

That is enough of that, and I am not getting into this pin thing with this other piece of property somewhere on Highland Avenue. How people figured all this out is amazing.

I guess the problem with this “beginning at the iron pin set in the westerly right of way line of Highland Avenue marking the northeast corner of the herein described parcel blah blah blah, is like what if someone took out the pin or removed a rock? Whatever.

The next Lease is the Lock Park House, as I like to call it. I am also going to use EXCERPTS

The lease is between the Town of Cheshire and BLANKED OUT 487 North Brooksvale Road (Lock 12).

LESSEE is the only person who shall occupy the Premise. Lessee shall not sub-lease the Premises without the prior, written consent of LESSOR and the signing of such additional documentation as LESSOR requires.

3. As and for the consideration for this Lease, LESSEE agrees to pay to LESSOR the sum of FIVE HUNDRED AND 11/100 DOLLARS ($500) per month (”Rent’) in anvance on the first day of each month.

Editors note: the wording is basically the same as the Boulder Road Lease.

There is also a letter from TOWN OF CHESHIRE, dated January 19, 2005 addressed to “blanked out”

EDITORS NOTE: Now, I did contact a W.R. Real Estate Company in town and just for the hell of it, asked them what house rentals are going for in Cheshire these days.

A Cape style house on Highland Avenue, 1,289 square feet, 3 bedrooms, 1.0 baths is renting for $1,650 a month.

A ranch style home on South Main Street, 3,570 square feet, five bedrooms, and three baths, is renting for $3,000 a month.

A colonial style home on Surrey Drive, 2,700 sq ft, five bedrooms, 3.1 bathrooms, is renting for $2,750 per month.

A bungalow on Waterbury Road, 540 sq ft, one bedroom, 1.0 bathrooms, is renting for $1,000 a month.

A colonial style house on West Main Street, 2,000 sq ft., 4 bedrooms, 1.1. bathrooms, is renting for $1,800 a month.

So there you have it.

More Interesting Reading

As you know, I have been looking up some legal cases involving the Town of Cheshire. Some were justified. Some, as you will see below, in my opinion, were a waste of taxpayer money.
The case below involved two Cheshire Police Officers and the Cheshire Fire Department. The plaintiff, alleged his fourth amendment rights were violated when he claimed his home was entered illegally while the police and fire departments were investigating a report of a chimney fire.
This alone should tell you something.

 Now this next case is even stranger than the first. All I can say is that in both cases, the Police Department and Fire Department acted correctly. Read both and decide.

 I am not going to get into this bidding issue. But all I know is that the Town Government should realize that people are not stupid.  Now, at least because of Councilman Tim White, finally one set of mannequins on the Town Council are coming to life!! But you all know who stepped out in the forefront in 2003!!

When I was a reporter, and I covered Seymour, I can remember ALWAYS being inivited to the bidding process. The town opened up all their SEALED bids in front of the press and the public.

“Oh I know what the bid is, so now I will put my bid in.” NO!!!! WRONG!!

This is ridiculous. It is unbelievable. The town could have at least gone to the Union here in town and hired a journeyman plumber for what this is costing us now.

Cheshire, start getting like J.C. Penney, and start “doing it right.”
