A Quiet Revolution

On Friday I DID go down to the Cheshire Police Department where I met up with Lt Jay Markella and we DID GO OVER THE CALL LOGS.

I cannot tell you in my heart the significance of this event-it was very quiet-and hardly anyone noticed-but I really believe history turned a page on Friday in Cheshire FOR THE BETTER.

I am so happy that I have been able through perserverance and patience-get to this point in my relationship with the Cheshire Police Department.

Now, does this mean everyone is happy with me down there? NO!! But that is life and it cannot be helped-I am sure there were some people in management in this town that did not want me to see these call logs-maybe not, I don’t know.

All I know is when I asked for these call logs five or six years ago-I met with a lot of resistance-basically because I believe my intentions were misunderstood.

I must say that when it comes to the PEOPLES RIGHT to know information-there is NO COMPROMISE WITH ME.

That is my goal with Undergroundtownhall-to address issues the local paper or other media will not!!

And it is not always popular-but that is the nature of the beast,

I know not everyone in the Town Goverment likes me-but I don’t care because I am not doing UTH to win a popularity contest!! I am doing this to teach Cheshire to be as open as possible.

Of course, there are some information the PUBLIC HAS NO RIGHT TO KNOW-i.e. medical calls-which I will NEVER RUN-I CANNOT-IT IS AGAINST THE HIPPA PRIVACY ACT.

You know, when I looked at the police call logs-this is a daily “log” if you will of ALL CALLS THE CPD RESPONDS TO-I wondered what the fuss was all about years ago-but I am now reassured that any member of the public will be welcomed at any time-to look at these logs and even the accompanying police reports that go with them.

Things happen in life that we sometimes cannot control-the CONTROL FREAK in the other end of town has to ACCEPT THIS!!

It DOESN’T MEAN THE TOWN IS BAD OR BADLY RUN-IT ISN’T. Do they make mistakes, sure they do-but so do I-OH WAIT A MINUTE-I DON’T MAKE ANY MISTAKES-OH I HAD A LAPSE FOR A SECOND!!

But all kidding aside, I am really proud of the fact that I feel comfortable going to the CPD. We have had some ROUGH TIMES-but that is OK-it is part of the package-I will knock on doors and question-and I will call things as I see them.

Whether you agree or not-that is your right as a citizen. Just don’t bother questioning me or your comment will be deleted!!!

Alright-that was NOT EVERYTHING-I LEFT OUT WHAT I THOUGHT WAS SENSITIVE INFORMATION AND SOME ADDRESSES-EVEN THOUGH IT IS PUBLIC INFORMATION WHEN YOU CALL THE POLICE-I DON’T BELIEVE IN HANGING OUT THE WASH IN PUBLIC-IF YOU KNOW WHAT I MEAN.

A LOT OF THESE LOG INS ARE MV VIOLATIONS AND LOCATION CHECKS.

I WILL NOT RUN THESE.

BUT, THERE ARE CALLS AS I SAID BEFORE EVERY HOUR OF THE DAY-SOMETIMES MORE THAN SEVERAL IN AN HOUR.

SO AS I STATED ABOVE-OUR POLICE ARE VERY BUSY-AND THEY EARN THEIR MONEY-REMEMBER, EVEN THE MOST ROUTINE CALL CAN BECOME VERY DANGEROUS-BECAUSE THE OFFICER NEVER KNOWS WHAT TO EXPECT.

I will  run some more of the Summary Logs from 4-23 to 4-24-2009 later this weekend.

Now the next bit of news involves this Letter to the Editor that a local resident wrote regarding Cheshire Park.

The letter appears in this weeks Cheshire Herald.

Basically, the letter writer a Mr. Paul Ruszcyk, states that the “Town’s Management” a few years ago decided that fill was needed at Bartlem Park-so dirt and gravel was mined from the hillside behind the ballfields at Cheshire Park.

The letter writer goes on th say the town “cut down hundreds of trees and gouged out an area of approximately 30 feet  deep and 100 yards long.”

The letter writer also states the town has not replanted or regraded this area and it has left an “ugly scar.”

The letter writer also said the town is “stockpiling dirt and old telephone poles and has discarded bush and dirt in the field behind the mined area.”

The letter writer also states that it “APPEARS” the town may have violated some its own zoning regulations when they mined the area and didn’t fix the problems.

Well of course when I READ THIS LETTER-I JUST HAD TO SEE FOR MYSELF BECAUSE THIS INCIDENT REMINDED ME OF THE LOCK PARK WHERE LAST SUMMER WHILE WALKING ON THE LOCK TRAIL OFF OF CORNWALL AVENUE, I SAW SEVERAL HUNDRED FEET OF THE TRAIL CARVED OUT AND LARGE AMOUNTS OF BRUSH DISCARDED.

NOW I DON’T KNOW WHO DID THAT AT THE LOCK PARK-I TOOK PHOTOS AND RAN THEM-I WILL RUN THEM AGAIN UNDER FEATURED PHOTOS-BUT I ALWAYS WONDERED.

So on Friday, before I had to go to a meeting for work-I took a walk in Cheshire Park and took some photos where I BELIEVED the letter writer was talking about-I did find a few large dirt piles, and discarded telephone polls that STUNK of creosote-I did see gouging of the earth-I did see a large pile of discarded brush off in the rear area-up the hill across from the baseball fields-this cannot be seen from the street-one has to walk UP A HUGE HILL and then it is evident clearing of some sort took place.

I also saw a lot of runoff onto the baseball diamond.

Now again I DO NOT KNOW WHO DID THIS OR WHEN-BUT IT IS OBVIOUS SOME LAND CLEARING AND DUMPING TOOK PLACE.

When you get to the site-as you did with Richmond Glen, type in “Cheshire Park, Cheshire CT.”

An overhead satellite view will appear and you will see an “A” zoom in and you will see what looks like a large narrow dirt clearing-and you will also see a triangular field of grass in back of this clearing. The field of grass looks untouched, but the “trench” if you will, looks as if it was dug out.

Annual Freedom of Information Conference

And while I am on the subject of Freedom of Information, I will be going down to Cheshire Police Headquarters on Friday to view the Police “call logs.”

This is the actual printout of the calls the police are dispatched to during each day-of course medical calls are not available to the public because of the HIPPA Privacy Act.

A Vicious Circle

And now join us for: THE CONTINUING SAGA OF AFFORDABLE HOUSING IN CHESHIRE.

On last months episode, you saw the proposed 20 unit affordable housing development to be located on Rumberg Road in front of Beachport-defeated by Planning and Zoning because of setback issues.

So now, our main players, To Design LLC, have re-submitted the plans and adjusted the setback from 12 feet to 17 feet away from the main Beachport Building.

But remember, the project NEEDS TO HAVE 20 UNITS IN ORDER TO BE PROFITABLE. (Boy, I hope my shift key never breaks or I am OUT OF BUSINESS)!!

There are already 6 units on the property at the Foote House which is that large white house right on West Main Street-so 14 more units in three buildings are still being proposed.

I have no problem with affordable housing-NOT AT ALL-IT DOESN’T BOTHER ME-I know what some people think-that it will attract “THE WRONG CROWD” whatever that means-but again I will re-iterate-I LIVED IN AFFORDABLE HOUSING WHEN I FIRST ENTERED THE JOB MARKET.

Cheshire cannot deny this application in its purest form because the town has LESS than 5 percent of affordable housing units. I believe the town has somewhere in the area of 3 percent of its housing units designated as affordable, thus disqualifying them from denying the application based on just the affordable housing aspect.

I mean the project does have to conform to setbacks and other P &Z regulations-but just flat out denying it because it is affordable housing will not fly.

I do feel for the neighboring homeowners on West Main Street because I DO BELIEVE PARKING WILL BE A PROBLEM-it will be high density.

And I don’t care who says what, trying to get in and out of there at the WRONG time of the day-like during rush hour-4 and 5 p.m.-will be TRICKY.

The residents in that area deserve to be heard and they deserve to be respected. I do not envy the P and Z at this time-THIS IS A VERY DIFFICULT DECISION they must make with literally one hand tied behind their backs.

I did find an interesting article from HOMECONNECTICUT that made this analogy:

An analysis of 2007 data by HOMEConnecticut shows that, in spite of recent declines in sales and prices for single family homes in Connecticut, most of its towns and cities – 142 – remained unaffordable for the majority of their families in 2007.

IN OTHER NEWS:

I am still hearing feedback about this proposed age restricted housing between Wiese and Bradford Roads.

One thing I did want to state: ahem-yeah, this development will be high density in a nice area of town-TRUE-but it’s funny-I guess where I reside must not be a nice area of town because we have a high density development off Dundee Drive-I mean it is nice and houses are well kept-but it is high density and would have been even higher is a certain woman in our neighborhood who is an environmentalist had not fought tooth and nail about 15 years ago to preserve much of the open space and wildlife in this area.

When she asked my spouse and I to help her and we accompanied her to a P &Z hearing, this woman nearly got laughed out of the room!!

And speaking of this Richmond Glen/Serenity Ranch development–

Sound familiar?

And I know there has been TALK of some states allowing younger people to reside in age-restricted housing.

Exactly!!

Putting responsibility that would normally belong to A TOWN OR CITY into the hands of a HOMEOWNERS ASSOCIATION is derelict to put it mildly and at the least-hoping for the best!!

Abandoned

It should come as no surprise to most of you out there-that the town of Cheshire MUST MAKE A FINAL DECISION on this Community Pool A.S.A.P.

The economy IS NOT GETTING BETTER-the TAXPAYERS ARE MAXED OUT-The FEES CANNOT BE RAISED ANY MORE THAN THEY ARE NOW-WHY AM I ALWAYS WRITING IN CAPS??

Several weeks ago, during budget season, Town Council member Jim Sima had asked Town Manager Michael Milone for information on the possibility of our community four season pool becoming a one season operation.

Of course, the Town Manager did not provide Mr.Sima with the info because he was in the middle of the budget season.

BUT, now that the budget has been passed, it really is time for Cheshire, and many other municipalities to face reality,

You have to understand, what you see and hear the TV media say is not reality for most people. JOBS ARE GONE!!

Yes, you can get a job, but 99 percent of the time, it is not what you had before you were laid off.  Some people are luckier than others, but for the majority-the party is OVER (at least for a long long time).

And you have to understand, everything is still status quo-we have extended unemployment benefits and the stimulus packages.

But WHAT HAPPENS WHEN THESE THINGS END??

So before the perverbial waste product hits the perverbial cooling device-I suggest, as I have many times, the Town start looking for an alternative to the four season Community Pool.

My spouse and I were going to knock on every door in Cheshire and ask for a dollar to fund the fireworks. We decided to get a table at stop and shop instead because of the $100 per person soliciting fee we would have to pay to collect money from people at their homes.

This probably would have worked. Who would not part with a dollar for a good cause?

But, think about it-the pool costs EACH household $40 a year and that does not include what the Board of Education kicks in.

How successful do you think we would be if we went door to door-nearly 10,000 households and asked them for $40 TO FUND THE POOL??

WE WOULD PROBABLY GET 10,000 doors SLAMMED IN OUR FACE!!

Make the Community Pool one season and strike up a deal with Elim Park which has a NICE INDOOR facility. OK maybe it isn’t an Olympic sized pool or is it? I don’t know-but anyway, strike up a deal with Elim Park to have our swim team and the other teams that use our Community Pool now for swim meets.

Even if the pool isn’t Olympic sized, that is OK.

I go to the Southington YMCA and I notice the Southington High School swim team does just fine using that facility!!

I know some communities are opting for these “Splash Parks” now. They claim it is cheaper to build and maintain and keeps people cool at the same time.

Of course, a splash park is NOT A SWIMMING POOL, but I remember three years ago, I went to the Cheshire Town Managers office with a photo I had taken of the Largo Community Pool in Largo Florida (where I have a condo). This pool is also ONE SEASON-it opens in April and closes on Labor Day.

This pool had a splash park and a waterslide. It was REALLY NICE and added to the enjoyment of the pool.

In fact, my condo is RIGHT DOWN THE STREET ON EAST BAY DRIVE!!

But of course, this suggestion fell on deaf ears.

It’s too bad because Monroe had a community pool-outdoor-one season-that had fallen into disrepair-they spent the money several years ago, about the time we were constructing our show off pool, and they actually PUT IN A SPASH PARK!! It was a great success!!

If you remember my show:: Dangerous Intersections and the Pool, back in 2005, I did speak about a permanent snack bar addition to the pool which I believe AT THAT TIME, would have made an economic difference and added to the ambience of the facility-of which at present time-there is none.

That is why my son calls the Cheshire Community Pool-”The Soviet Swim Center”

BLAND BLAND BLAND-just like Cheshire-DULL AND BORING!!

Oh that cement wall really does it for me!! Doesn’t it make you just want to go more and more??

You know, when I am there at the pool, I sit in my chair after a long swim and count the lines and pockmarks in the concrete wall!! So relaxing!!

HELLO!! Could they have at least put some sort of mural there? DAMN!!

Anyway, for most of my infantile life, I have been obsessed with abandoned things-i.e.-abandoned houses, abandoned towns, abandoned cars, abandoned factories.

That is why I have been running those photos of Pleasure Beach in Bridgeport and Long Beach in Stratford where the cottages were.

Well, I have some new photos to show you-that a friend took this past March. I don’t like the music but what can I tell you-the photos are really good and up to date.

Little by little, most of these cottages are being destroyed by fire from vandals. I remember running into the Fire Chief in Cheshire not so long ago and we were speaking about Pleasure Beach. He told me he thought those cottages must have cost a fortune.

NOT SO!!

Maybe several thousand dollars to 12 or 15,000 dollars in the early seventies. Most of the people built them by hand and passed them down to their children.

This is why it is SUCH A SHAME!! I can and will never get over it-seeing such a vibrant community with such life and happiness-GONE!!

I took my daughter to University of Bridgeport because she was thinking of going to school there-I have a link to it under “Links” on the right hand side of the page-IT IS SO BEAUTIFUL THERE-EVEN STILL-IT IS RIGHT NEAR SEASIDE PARK-SO WONDERFUL.

I started to cry because I told my daughter how fun Bridgeport was when I was a kid.

All these places to go-Seaside Park to swim or hang out-or cruise around the beach-watch a baseball game-Beardsley Park Zoo-Pleasure Beach to ride the amusements-fish for snappers-go see a play at Polka Dot Playhouse-

you will see WHAT REMAINS of Polka Dot in the video I am running of Pleasure Beach-the photos with the stage and seats all torn up is the ORIGINAL POLKA DOT PLAYHOUSE-there is another one in Downtown Bridgeport.

We would spend so much time downtown at the arcade or at Crystal Palace to play pinball or the arcade games-we would eat at Pjuras Steakhouse or have softshelled crabs-we would go to Maraczi’s Hamburger Stand- we would go to the Candellite Pix Drive in theatre on Friday and Saturday night to watch a movie-we would go roller skating at the “Mosque” on State Street–so many good times.

The point is: it doesn’t TAKE MUCH-to see a town or city SWING in the opposite direction-the right economic conditions-and things either take a turn for the better or for the worse-this is something we must keep in our minds here in Cheshire and everywhere for that matter.

 

Aging In Place

I know a lot of you are interested in the latest proposed  age restricted housing development in Cheshire-”Richmond Glen” or “Serenity Ranch” as it is sometimes referred to by the developer Brodach, Inc.

God, this proposed development has more AKA’s than a lifer at Rikers Island!! WHAT IS THE REAL NAME OF THIS DEVELOPMENT??  IS IT RICHMOND GLEN or SERENITY RANCH?? WHY ARE THERE TWO NAMES??

WEIRD!!

I sort of have been following this-I know it involves the town of Cheshire granting an easement to Brodach for something in the area of $10. Boy, I remember when you could get an easement for a dollar!!

WHAT HAPPENED??

Well anyway, I decided to find out a little more about it-so I went over the the Town Hall after work. I went into the Planning office-they were nice as they always are to me-then I went into our Town Planner Mr. Voelkers office-he seemed a little defensive at first-but then he was fine.

You know this town has just GOT TO GET USED TO PEOPLE QUESTIONING. MOST OF THE TIME THAT IS ALL IT IS A QUESTION!!

It doesn’t necessarily mean because I questioned that I am now going to mount some offensive AGAINST the AKA Development!! NO, NOT AT ALL!!

You know why a lot of people in Cheshire Town Government get nervous when I show up?

BECAUSE THEY ARE NOT USED TO BEING SCRUTINIZED OR QUESTIONED BY OUR LOCAL PAPER!! THAT IS WHY!!

CHESHIRE IS LIKE A SPOILED CHILD AND I AM LIKE NANNY 911!

Well anyway, the bottom line is this age restricted development would consist of 41 units.  The right of way is off of Buckland  Drive-but ACTUAL ACCESS would be gained on Wiese Road-the actual address is 210 Wiese Road.

Just type in at the top left: 210 Wiese Road, Cheshire, Ct. and hit enter. A satellite image of the area will pop up. You will see an “A” that is where the entrance to the development would be. If you take the little white “hand” and scroll up-you will be able to see “Buckland Drive” and all of the wooded area in between.

Buckland Drive would just be used Emergency vehicles only-there would be a locked gate at the beginning of the road to the development at the end of Buckland-no vehicular traffic would be able to get through.

This is like the situation with Quarry Village. There is an “entrance” off of Peck Lane, but it is gated-you cannot drive through there. Only emergency vehicles, police, fire etc have a key to unlock the gate.

You have to enter through the main entrance of Quarry Village off of Rt 68-70-or if you are not familiar with this area-it is located across from the BP Gas Station, (now closed) or near the Notch Store.

NOW DO YOU KNOW WHERE I AM TALKING ABOUT-GOD-GET A LIFE AND DRIVE AROUND TOWN WILL YOU??

I believe there are 31 acres of land this proposed development would be built on.

The Planning office told me age restricted (55 and over) developments have different regulations-so you would have to read these regulations.

The reason why Buckland Drive is involved in this is basically because the sewer hookup is located at the end of that street, which is now a cul-de-sac. The town owns approximately 50 feet of the land from the end of the Buckland Drive cul-de-sac, so the developmer needed “permission” to go through town property in order to access Buckland Drive, otherwise it would be trespassing.

Interestingly enough, the comments by former Town Council member Dave Schrumm are well noted. Believe it or not, when I heard this development would be overseen by a homeowners association-YEP, guess what FAMOUS other development came to mind-YOU GUESSED IT-STRATHMORE DAM!!

Oh blah blah blah-yes we have heard it all before-on the AKA Development apparently since they will be CONDOS, the condo owner will not be granted a certificate of occupancy unless they sign an agreement to establish a homeowners association.

That is all well and good, but what will happen if the association “dissolves” or just does not follow through??

IS THE TOWN LIABLE FOR ROAD RESURFACING, PLOWING?? WHO KNOWS??

I do not know any of the specifics about maps or who signed what, but Mr. Schrumm did make some good points which you should have read in the minutes by now.

Another issue-the sewer usage situation. CAN OUR SEWAGE TREATMENT PLANT HANDLE THIS NEW DEVELOPMENT OR SHOULD THEY HAVE SEPTIC??

If you read the minutes you see Mr. Schrumm making a real good point about the character of this town-THEY NEED TO SPEAK UP AND MAKE SOME NOISE ONCE IN A WHILE AND NOT CARE ABOUT HOW THEY LOOK OR SOUND TO THE OUTSIDE WORLD!!

What this town has worked so hard to “become” WILL VERY SOON BE THEIR UNDOING!!

First of all-this town comes up with ideas-TOO LATE!!

For example: the Northend Lifestyle Center-GREAT IDEA 25 YEARS AGO!! NOT NOW.

But we know some people who were just DEAD SET AGAINST IT THEN!! GOD FORBID WE ATTRACT THE WRONG CROWD TO OUR PRISTINE PEYTON PLACE!!

So, everyone else around Cheshire jumped on the bandwagon and developed their commercial areas.

Same with this Age Restricted Housing-FORGET IT NOW!!

The economy is down the toilet so LETS BRING UP THE IDEA FOR YET ANOTHER RESTRICTED HOUSING DEVELOPMENT.

I have NO problem with this development-BUT NOT NOW!!

And maybe Cheshire should start requiring some of these bigger developments to be self-sufficient-like my development in New Hampshire-Gunstock Acres.

We have the Gunstock Acres Association-we have our own water district-our own artesian wells-we do not rely on the town of Gilford AT ALL.

In fact-the  ORIGINAL GUNSTOCK association-which is now defunct-OK!!  only now applies to the BEACH and to the GUNSTOCK VILLAGE ASSOCIATION WATER DISTRICT!!

The homeowners association is gone!!

In fact, the association approximately 15 years ago, faced a situation where they could not afford to pave the roads-we had to do it ourselves, I remember because most of the roads in this 400 home development were dirt. My road was when I first bought my lot in the late 90′s.

In order to pave the roads, the ASSOCIATION had to SELL 22 acres of pristine land RIGHT ON LAKE WINNEPESAUKEE in GILFORD off Rt 11A to a private developer. We almost lost our beach rights to the lake.

After that, the Town of Gilford took control of the roads in the Gunstock Acres Development.

Luckily, the attorney the association hired SAVED our rights to our little spot on the lake.

Now Cheshire should make these new developments as independent from the town as possible as is with my development in Gilford.

Make them have sewers!! My house in Gilford does!! What is WRONG WITH IT!! AND THIS IS A RESORT AREA!!

We even pay for our garbage pickup!!

Speaking of being independent: I think it is high time the Correctional Center BECOME INDEPENDENT FROM THE TOWN OF CHESHIRE-PUT IN THEIR OWN SEWAGE TREATMENT FACILITY OR SEPTIC SYSTEMS.

PUT IN THEIR OWN WATER SUPPLY!!

If the State refuses to pay their fair share than the town, which is now saying the state is paying up BUT I KNOW THEY ARE NOT!! the town should disconnect the state from the sewage treatment plant!!

For God’s sake, Kansas State University has its OWN NUCLEAR REACTOR, ITS OWN FIRE AND POLICE DEPARTMENTS, and GENERATES ITS OWN ELECTRICITY AND SEWAGE TREATMENT.

WHY CAN’T THE STATE OF CONNECTICUT??

NO EXCUSE!!

And if you look at the Google satellite map, you DO SEE several farms that are in between the proposed development. I believe one of them is Norton Farm.

I do understand the people who are concerned that the picturesque beauty of the vista will be destroyed.

IT IS SOMETHING TO THINK ABOUT!!

Just make sure to put a whole mess of stinky horse manure “around the perimeters”
