SEPT. 10, 2010. I received an email from a person who was complaining about a certain person in a certain department allegedly misusing town vehicles and doing personal business on town and TAXPAYER time. I did put a call in to this person who is being accused,  AND MY CONVERSATION WITH THIS  PERSON WILL REMAIN OFF THE RECORD AND I ALWAYS KEEP MY WORD. What was interesting is the person making the allegations did not want it published because “they have to drive through Cheshire”

I found a very good article on the Fourth Amendment and what it means.

I just want to make clear that when I speak about the Police Department or any department in Cheshire CT or any town for that matter, I am talking about the people who are in charge of the town. I don’t have any bad feelings about the rank and file, I FEEL SORRY FOR THEM because this department doesn’t have any direction. They need a goal (a realistic goal) not harassing people with useless motor vehicle stops which the HIGHER UPS are insisting prevents crime. Maybe a little, but for the most part it discourages people from coming to Cheshire CT.

I hope the department gets a Chief that is savvy with the Press and the public; recognizes the accomplishments of its rank and file; has monthly meetings with EVERY department head; involves themselves with the day to day operations of the department which also should include dispatch and the records department; SERIOUSLY considers establishing a Police Commission so the Union and the management can sit down once a month and discuss their issues OUT IN THE PUBLIC; has more interaction with the community i.e. walking the beat, bicycling etc. Also I would have an Officer of the Month award which would involve a special parking space with a plaque; some additional time off, etc. The Officer of the Month would recognize achievements such as going beyond the call of duty; helping a citizen; preventing a crime; capturing a fugitive or even solving a cold case or difficult crime. There has to be some sort of recognition and more administrative interaction with the rank and file.

‘The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.’

THE RIGHT OF THE PEOPLE TO BE SECURE IN THEIR PAPERS AGAINST UNREASONABLE SEIZURES SHALL NOT BE VIOLATED!!! GET IT!! WE DON’T TAKE SOMEONES PAPERS, I.E. REGISTRATION AND INSURANCE CARD AND THEN KEEP THEM FOR SEVERAL HOURS FOR NO CAUSE!!! UNREASONABLE DETENTION-UNREASONABLE SEIZURE!!! IT WAS REASONABLE AND LAWFUL TO ASK FOR THE DOCUMENTS WHEN THE MOTOR VEHICLE STOP WAS PERFORMED BUT AFTER THAT THE DOCUMENTS SHOULD HAVE BEEN RETURNED PROMPTLY WHEN IT WAS DETERMINED (AFTER A FEW MINUTES) THE DOCUMENTS WERE IN ORDER!!! THE DOOR TO THE CAR WAS UNLOCKED AND OPEN WHEN I LEFT THE VEHICLE. I DID NOT LOCK THE DOOR. THE POLICE DID.

LET US COME TO AN AGREEMENT ON THIS ISSUE.
