It is very important that people understand this is an illness that can be kept under control with therapy and sometimes medication (depending upon the severity).
When people are manic, they can’t really help what they are doing UNLESS they know their trigger points. The same is true with the depression part. You say things or do things and when you come down to your base level, you can’t believe you acted that way.
Unfortunately, sometimes it is too late resulting in consequences. I hope the law enforcement community and the insensitive people that believe a straitjacket solves all the problems, will read my last post and visit the WEB MD links I have provided, so a more intelligent understanding is possible. All these years I did not realize what was going on–now I know and understand.
Anyway, back to the pool. I stopped by the Finance Office in the Cheshire, CT Town Hall to find out how much the KBE Permanent Structure would cost the taxpayers if this were constructed. I also received figures regarding the Openaire Polycarbonate Glass enclosure that is also being considered.
I am not going to run or scan the documents, I will try to summarize for those of you who could not make the meeting or do not live in Cheshire and read this blog.
According to the Pool Bubble Replacement Financial Analysis for the KBE (Permanent Structure) at $5.455 Million Bond Issue @ 4% Amortization Schedule.
So, beginning in year two, 2011, the interest would be $127,283. The annual debt service would be $127,283. The remaining balance would be $5,455,000. The mill rate impact: 0.000046. The Fiscal Year 2011 average assessment would be $242,900. The annual estimate tax increase IN DOLLARS would be $11.15.
By Fiscal Year 20 (2030), the Principal would be $287,105; the INTEREST would be $11,484; The Annual Debt Service would be $298,589; the remaining balance would be zero; the mill rate impact would be 0.000108; The Fiscal Year 11 Avg Assessment would be $242,900 and the annual estimated tax increase would be $26.26.
The TOTAL for the entire project over this 30 year period would be: PRINCIPAL- $5,455,000; INTEREST – $2,309.283; ANNUAL DEBT SERVICE $7,764,283. The TOTAL TAX INCREASE PER PERSON FOR THE PROJECT WOULD BE $680.22.
ASSUMPTIONS FOR THE KBE PROJECT: 1) One year delay in principal; 2) 4.00 interest rate/level principal; 3) Annual estimated tax increase assumes no increase in mill rate or assessment from FY 2011. Note: the estimated value of a mill is $2,772,571.
Now for the GF (OPENAIRE) Analysis:
Beginning in year two 2011 the interest would be $157,360; the Annual Debt Service would be $157,360; The Remaining Balance would be $6,744.000; The Mill Rate Impact would be 0.000057; the Fiscal Year 11 Avg Assessment would be $242,900; The Annual Estimated Tax Increase would be $13.79.
By Fiscal Year 20 (2030), the Principal would be $354,947; The Interest would be $14,198; the Annual Debt Service would be $369.145; The Remaining Balance would be zero; The Mill Rate Impact would be 0.000133; The FY 11 AVG Assessment would be $242,900 and the Annual Estimated Tax Increase would be $32,34.
The TOTAL for this entire project over a 30 year period would be: PRINCIPAL - $6,744,000; INTEREST – $2,854,960; ANNUAL DEBT SERVICE – $9,598,960. The TOTAL ESTIMATE TAX INCREASE would be $840.95 per person.
ASSUMPTIONS FOR THE GF OPENAIRE PROJECT:
1) One year delay in principal;
2) 4.00 percent interest rate/level principal;
3) Annual estimated tax increase assumes no increase in mill rate or assessment from FY 2011.
NOTE: The estimate value of a mill is $2,772,571.
OK, so there you have it. Bottom Line: three options: Keep the Bubble and put that tunnel in so the roof doesn’t get frost heaved in the winter and the non waterproof sheetrock they insist on putting in does not have to be replaced; Make it one season and strike up a deal with Elim Park to swim in the winter; or go with one of these structures.
